Homo sacer (HS) is inspired by the writings of the philosopher G. Agamben. HS is subject to an exceptional political regime outside the rule of law, he has no political existence, he is no longer protected by society. I have drawn a parallel between Homo sacer and the migrant condition. Totalitarian and criminal systems have used the status of "homo sacer" to exclude and control people.
